I researched some of the reasons.
The students don't need requirements and all go to one school, also handicapped children. They don't have to pay anything, because they have also high taxes.
In Finland they have nine-year comprehensive school and they go in one class all the time, so they don't have new classmates every year. The students can do a voluntary preschool year and one year additional education (10th grade).
Almost all students complete this time and can go to a secondary education.
You don't often repeat classes or interrupt them.
