First, draw a circle, lightly so it can be erased.
Next, draw a cone-like shape for the chin.
After you spend long nights getting the perfect head shape drawn, add lines to the face for an outline of the eyes and mouth, and also a line for the center of the head. Let the eye-lines be slightly lower from the middle and the mouth one-third of the way up from the chin.
Add triangular or smooth hair.
And BAM! This is the simplest way to draw chibis.
